Simple No-Scroll Theme

For quite some time now I have been looking for a simple no-scroll theme that is similar to the first thing you see when you visit this website .

I have tried searching the wordpress theme page and using the tags but can’t find such theme. I consider myself a capable web programmer, so if you have any suggestions please let me know. Creating my own theme is on the very low end of the list of options.
