How to make a user after submit the form (gravity form plugin) , Enter to the list of Subscriber permission

This would require you to write custom code. You would use the GravityForms gform_after_submission hook: https://docs.gravityforms.com/gform_after_submission/

Your code would set the meta for the newly registered user to match the permission meta that gets created by the plugin.
