Site with distinct sub-sections..?

I’ve been asked a quote for a website that should have sections for various “sub-sites” each with just a handful of pages.
Someting like the website of a big association, that hosts the pages of smalle associations associated with them.
Each “sub-sites” need to have a dinstict Admin to allow each small association to manage their pages, and -possibly- products in WooCommerce.

Prestty sure I’ll need some plugin that will enhance WP users management, that’s no big deal. But I am unsure if I can specify “sub sites” to allow each admin to manage just his pages. Also no idea if this can be applied to Wocommerce products.

Any suggestions on procedures and plugins would be very appreciated
