I have also installed Headers & Footer Plugin and pasted the code, still not able to activate it.
I can see code snippet is installed for both Google Analytics & AdSense.
As per the Site Health information only Search Console module is connected along with the verification. You need to activate Analytics & AdSense Modules from the Site Kit to get the stats from the service dashboard. Site Kit will recognize the already installed snippet.

How to Activate Analytics & AdSense Module. Since setup site kit module is shown all the time and then i get the error previously mentioned.
Any plugin is to be added separately?

There is a misunderstanding as I asked the other user to create a new topic so please ignore that response. To troubleshoot the issue you are encountering please apply the basic troubleshooting steps in the incognito window of the browser.
- Install and activate the Health Check & Troubleshooting plugin.
- Navigate to “Plugins > Health Check & Troubleshooting > Troubleshoot”.
- From the same screen click on the “Available Plugins” tab at the top right and then click on the “Enable” option next to “Site Kit by Google”
- Attempt to setup Site Kit once more
You can exit troubleshooting mode afterwards.
Let us know if you are still unable to setup Site Kit in troubleshooting mode.
