TSF outputs a unique sitemap for each language.
You can find the other sitemaps by using the language code (for example, es for Spanish):
example.com/es/sitemap.xml
example.com/sitemap.xml?lang=es
es.example.com/sitemap.xml
In Google Search Console and Bing’s Webmasters Tools, you can submit the other sitemaps.

I’m also using WPML and the SEO Framework. Our localized sitemaps include many English URLs in addition to the localized URLs, duplicating what’s in the main English sitemap. Is it possible to customize the output to not include URLs in the main sitemap?
This seems to be specific to a custom post type.
