Well first try ticking the ‘DOMContentLoaded event‘ checkbox, under “Other Settings”.
If that doesn’t work then have a look to see if you are getting any JavaScript errors – press CTRL+SHIFT+J keys together to show the JavaScript console.

Hmmm, if you resize window the problem resolves – this type of issue is normally resolved by ticking the “DOMContentLoaded Event” checkbox – but you say you have tried this?
Do you have a caching or optimizations plugin installed on the site?
If so, then dry deactivating this plugin and then ticking the “DOMContentLoaded Event” checkbox.

After being provided with a WP Dashboard login, I was able to resolve this issue as follows:
It seems the Avada ‘Column Spacing’ left-right of the column was causing the issue – so what I did was edit the column (‘Design’ tab) and set the ‘Column Spacing’ to 0 (I did this for desktop, tablet and mobile views for this column).
