Hey there!
There’s not a way, using PayPal Checkout, to send billing (or any checkout) info from your site to PayPal. The purpose of PayPal Checkout is to completely bypass the WooCommerce checkout, so it does not send any of that info. That is the reason it is not displayed on the checkout page by default.

I have found that the previous version when on checkout page if you fill out billing information then click one of the credit cart payment options e.g. visa, when the popup opens the billing information is pre-filled from what was entered on my website checkout page. This works on the new version as well if you click the paypal button at checkout, the popup opens then click pay with card. But the new smart buttons for the debit or credit card only open an iframe which all of the information has to be manually filled out.
So is there a way to go back to the previous buttons where the card logos were shown and the popup was opened?

I think that there’s a bit of confusion. PayPal Checkout never sent the checkout details from WooCommerce. I think that you were seeing the PayPal account details which happened to match the info input on your WooCommerce checkout, but it has never sent any info regarding billing or shipping to PayPal.
The 2.0+ version of the PayPal Checkout plugin is a significant upgrade, and uses an entirely new version of the PayPal Checkout SDK, as the older one prior was deprecated and no longer supported by PayPal at all. There’s not a way to do it the older way any longer 🙁

Put simply, my need is that when a user enters their Billing information in to the WooCommerce fields in the checkout, these values should pre-populate the billing fields in the form that appears when clicking ‘Debit or Credit Card’.
The fact that they don’t means the user has to enter billing information twice which as you can appreciate isn’t a great experience.
If you could offer any guidance it’d be much appreciated!
