Hi, did you follow the troubleshooting steps illustrated in the above link? However some of the troubleshooting steps might work in a local install.

Unable to resolve the error SMTP ERROR: Failed to connect to server: (0)SMTP connect() failed. https://github.com/PHPMailer/PHPMailer/wiki/Troubleshooting

I’m on a live server trying to connect to gmail with following settings:

SMTP Host smtp.gmail.com

Type of Encryption SSL/TLS

SMTP Port 587
