“Sorry, your request cannot be accepted.”

I have read the posts about the login issues with people having this error but I do not have any issues logging in. On a hand full of my sites I am getting this error after trying to configure the settings. I install the plugin, add our IP address, block the backend controls based on the whitelist and hit save. This immediately pops up the error. If I return back to the settings page it has reverted back to the default and if I hit save it gives me the same error. Also hitting any of the buttons like Show Information will not work. Uninstalling and reinstalling will not fix the issue either. I can install on a similar site and it works just fine. Not sure what the difference in sites are that cause the problem.
