Sorting admin events & user submitted

I want to see if I can do this on the website. The site will put art related events on the calendar. But I want to have two levels of events.
First events would always be events admins have included and would be listed at the top on each individual day.
After first events would be any events uploaded by users.The reason for the separation is that the events I put in will be major art events in the Nashville area, whereas the user events would be smaller.
I’m looking for any way to separate the two. Is this easy to do through categories or another means, or would I be better off setting up two separate calendars?
