Going to URL shows source code of plugin PHP code.

Example:
domain.xxx/wp-content/plugins/meteor-slides/js/jquery.cycle.all.js?ver=4.3.1

that can’t be right?

That’s not PHP code, that is JavaScript for the slideshow, which needs to be loaded on the frontend and be publicly accessible, just like CSS.
