We have pre-existing links we’ve had to port over, and are trying to set up redirects. When I put in a link that has “%20” in it, the redirect instead makes it a space when i submit it and the redirect ends up not working

Yes, the URL does get decoded when saving because it is escaped at runtime and needs to match. But in my tests it works OK.

In your case the issue is different though. When opening https://jbi-humanrights.org/JBI%20Manual%20on%20Human%20Rights%20and%20Prevention%20of%20Genocide.pdf I see a nginx 404 page though, so it is not passing the request on to WordPress and 301 Redirects never runs or get a chance to do the redirect 🙁
