@vojkanbg to your first question, “If the main “Disable Comments” feature is enabled, but none of the individual post types are checked, does that mean comments are not disabled for any post type?”… that is correct. You’ll need to select for which post types comments should be disabled.
To your second question, it hides and disables backend and frontend commenting tools / sections / routes, but does not currently handle POST requests to wp-comments-post.php. Please try checking the post type checkboxes first and see if that will be enough to stop spam comments.

Yes, checking the fields next to “Posts” solved the issue with spam comments.

I keep forgetting to check all post type for which comments should be disabled (and actually in 99% I want comments gone from all post types).
Can you please consider changing the wording from
“Disable comments for some or all public post types. When disabled, existing comments will also be hidden on the frontend.”
to something like
“Check each post types for which comments should be disabled. When disabled, existing comments will also be hidden on the frontend. “

Most users seem to be fine with the existing copy. It’s very very rare that people reports that they forgot to choose the post types to disable comments for. Additionally, changing the copy means adding a new task for translators across 30+ languages. So, let’s keep the existing copy as is I’d say.
