SQL database and knowing which tables can be dropped

I am curious to know if there is way to decipher when a table in a sql database can be dropped because it’s parent function such as a plugin or theme is no longer in use. I tried to do some googling when looking up certain tables names but that isn’t always effective. I would also be open to links to literature if this is a subject that is more in-depth.
