Static Image File for Webcam

    Newbie question. I am trying to build a new wordpress site that has an initial image file sourced from a webcam, then followed by traditional blog posts. visitors would see in order
    header
    navigation tabs
    latest webcam image
    latest post.

    a pointer to a site/theme/instructions appreciated.
