Comments are a core WordPress feature – not theme-specific – and can be easily managed in the dashboard. Here’s a guide: http://en.support.wordpress.com/enable-disable-comments/
In a nutshell, for the scenario you describe, you’d leave comments open under Settings > Discussion, but close comments manually on your About page and any other pages you’d like. Details on how to do that are found in the guide above.
Which “meta links” do you want to hide specifically? Could you please provide a link to your site?

Have you tried adding an empty Text widget to the sidebar via Appearance -> Widgets?
Hi Murty, the widgets you mention are displayed by default unless you add your own widgets to the footer sidebar areas.
Head into your dashboard under Appearance > Widgets, choose any widgets, and drag them into the footer sidebars.
If you don’t want anything displayed in the footer widget area, as Esmi mentions, you can just drag over a blank text widget if you prefer.
