I used the EWWW bulk image import tool, and then I noticed that the images weren’t that great after optimization. I the deactivated the plugin. However it is still importing the images, which is 76k images out of 130k. I want that to stop because it has slowed my server down for month now, and I can’t do any major product updates in WooCommerce due to resource limitation and slow response time because of server load. Is there a “Stop Button” or a way to stop this process?

The bulk image import doesn’t do anything on a fresh install… unless you mean Bulk Optimize.
It cannot still be importing (or optimizing) images if it is deactivated. It cannot even continue if you close the page, since it is javascript driven.
