Stop title="" Attributes from Auto Creation

I’ve searched extensively for this.

I know there are a few plugins and I know that there are few functions.php filter codes to accomplish this.

Unfortunately these methods will not work for me. I need to at the core level, stop this from happening.

I want this function to be stopped from manipulating any and all a links.

So if anyone knows what core file and lines of code I need to comment out it would be very helpful.
