style.css changes not being updated

I have been Googleing for the answer to this question but have not found a working answer. Here is the problem I am having. I have been tinkering with the style.css file to nudge my Contact Form 7 contact sheets into a format I desire. I am a WP Engine customer and have disabled CDN. After I make a change I view the test page containing my contact form. Usually the update of my code shows up on the page but sometimes not. It is very hit and miss. I notice that if I hack the text internal to the form the text change will happen but still not the CSS. I have used FTP-FileZilla and Notepad++ to check to ensure the changes exist in the style.css file. I have repeatedly hit Ctrl-F5. I have opened Firefox to the contact page (I develop using Chrome). I have even emptied the WP Engine cache. Sometimes one of these seems to work and sometimes nothing gets it done (like right now for the last 30 minutes). I now change the background color on every update/edit so I can tell visually if my edits are in place. I have even deleted all of my edits from the CSS file and still sometimes the old CSS remains. Any help would be appreciated.
