Sub menu in admin disappeared

Hi!

In admin:
The “Plugin” sub-menu are not displaying at all. (all the other menus work as they should)

When i manually write http://www.mydomain.com/wp-admin/plugin-install.php for ex, I get a 404.

I have tried to disable all plugins, did not solve it.

Any solution?
