Yes, we purposefully kept the parent menu into the sub menu.
Reason :
1. Parent menu has been assigned to a page or post or profile or custom actions and it should be clickable.
2. Menu and Submenu : If there is a submenu we can travel into the submenu by clicking the parent menu.
3. If no Parent menu inside the submenu : If we not keep the parent menu inside the submenu then the parent menu will not be a clickable and actionable.
4. So whenever the user click the parent menu, it should show the submenu not to navigate to the parent menu action.

The only thing a parent menu item should be able to do is show a drop-down with the sub-menu items.
This is the way parent and submenu’s tend to work and the way users expect them to work. So there is no need to add it in the sub. It simply acts as a heading.
If some wants to see that page, they only need to add it as a sub-menu item.
So, it should not be possible to assign a parent a page/ or if it has been assigned a page – it should not work.
I think it’s something you should consider changing as it would be much cleaner. The way it is now with the parent showing in the sub ruins the look and user experience, in my opinion.
