Submenu Disappearing

Whenever you try to hover over the top menu to reach the submenu, you can’t click the submenu and it closes out. I’m thinking the issue has something to do with the hover function. I’ve already tried numerous types of z-index solutions and zero-ing out the margins on the header and neither works. When I changed the theme, I was able to fix the problem, but I’d rather not resort to that and stick with the twenty twenty theme.

If you have any CSS (or any other kind) of solution that could remedy the problem that would be greatly appreciated.
