The button should disappear during the file upload to prevent users from submitting a form mid upload.
Once the file is added have you clicked start uploader to upload the file? after which the submit button should reappear.
Note, you can also set the auto upload option in the settings to upload file as soon as they are added

The file type plugins settings are used to set the defaults for when a new uploader field is added to a form.
Once a form is created with a uploader field you have to edit the field directly in the “edit form” area of gravity forms to change any uploader settings such as allowed file types, file size ect.
