I would like to import a huge list of subscribers and within that import include preselected subscription to categories.

Is this inbuilt? can it be built? Has someone built it yet?

You can import a list of email addresses by pasting them into Subscribe2->Subscribers.

So lets say I want User X to subscribe to Category A B and C and User Y to subscribe D E and F

Is there a way to import subscribers like this?

There isn’t a way to import from an external spite like this that I am aware of unless it’s from an existing installs database dump.
