    Its a problem to organize admin and frontend area now. I suggest to use hierarchy in plugin filters settings page. Why we need it?
    Here is example. I have a payment plugin and want to dasable it in admin area, in frontend and enable it only in pages domain.com/payment/…. For now how can i do it? Create a plugin filter with domain.com and affect childrens with disabled payment plugin? And create another plugin filter with perma domain.com/payment/ and enable payment plugin there, will it overwrite previous plugin filter?

    You need to globally disable the plugin. Then create a plugin filter with the permalink set to domain.com/payment/ with the plugin turned on and select also affect children. You also need to enable fuzzy url matching on the PO settings page.
