Plugin authors have the option to stick their posts to the top this section, if you want to do that.

Contributors don’t always provide support through the WP Forums and should be allowed to say so under this tab and be allowed to provide information on where to find the support they do provide.
I don’t think that would be wise. The tabs (especially for plugins, a very cool example of integration) keep the user on ww.wp.xz.cn and are integrated into this site. Adding links there would make it seem like those links are somehow endorsed by .ORG.
If the author of the theme or plugin want to they can always update their description with verbiage similar to this:
For additional or official support please visit INSERT URL HERE
That would functionally accomplish the same thing and some authors do that already.

I’m not sure all authors are aware of the ability to add sticky entries, but that would be useful too if used. I recommend the ‘Support’ tab be called ‘Forum’, or ‘Plugin Forum’ or ‘Theme Forum’ as appropriate.

Jan: I wouldn’t want to limit how authors offer support or worry about keeping users on ww.wp.xz.cn. Many plugin authors put their documentation on their own websites under their direct control. Easy access to that is always preferable.
Also from a UX standpoint one would like to see any Support tab tell you straight up how and where to get support and not just show a list of posts. If it is the local forum post say so and show them, if it’s somewhere else say so and optionally not show any posts.
