SVN commit fails

Hi,
Not able to commit plugin changes using SVN getting “Access to ‘/!svn/me’ forbidden” i tried lots of thing but still getting same error.
I read some WordPress blog by referring https://developer.ww.wp.xz.cn/plugins/wordpress-org/special-user-roles-capabilities/#committer so here is mention about to resolve SVN commit failed issue by “special User Roles and Capabilities” but when i check in my ww.wp.xz.cn account on advance page https://ww.wp.xz.cn/plugins/PLUGIN-NAME/advanced/ there over no option to manage role
