SVN commit forbidden error – rabbit-loader plugin – corrupted transactions

I’m unable to commit updates to my rabbit-loader plugin. All SVN commits are being blocked with “forbidden” errors, even after troubleshooting (cleanup, update, fresh checkout).
Error Details:
- Error: “E195023: Changing file is forbidden by the server”
- Access denied with corrupted transaction IDs: 3395516-23seo, 3395524-23sf0, 3395527-23sf3, 3395534-23sfb
- All attempts fail (single file, multiple files, core files only, fresh checkout)
- Tried: svn cleanup, svn update, fresh checkout, reverting files
