Syntax error .htaccess

    Good morning
    I have my .htaccess files that have syntax color that make me think of errors. It comes from these lines generated by the WPFastest Cache plugin

    RewriteCond %{HTTP:Cookie} !safirmobilswitcher=mobil
    RewriteCond %{HTTP:Profile} !^[a-z0-9\”]+ [NC]
    there is only one ” after the . So everything else gives me the impression of being in “comment” mode. Can you tell me more?
