tab interface similar to Plugins Directory?

Hello everyone,

I’m trying to find a plugin/the solution to this problem:

I would like to have the same system as the Plugins Directory from ww.wp.xz.cn where you have a tab menu for the description of each plugin. This is great because a link corresponds to each part of the menu so you can send someone to the exact info they want about a plugin.

For my case, I would like to use this system for a better organization of the info in my posts.

Do you if such a thing is done thanks to a plugin or is it something else?
