thanks for your post, and sorry for the trouble.
Also, sorry for the late reply. I was very busy with personal life, so that I could not reply earlier.
When using the format human shouldn’t actually get a date or time, but a time span?! It sounds like you only want
[table-info id=123 field=last_modified format=date /]
here.
To get that near that “Showing 1 to 25 of 200 entries” position, you would have to place the Shortcode inside a HTML wrapper and then maybe use CSS for the positioning.

I leave as suggestion a checkbox on the table options tab that facilitates the insertion of the ‘last modified date’ just below a table.
