It is not possible to do that in WooCommerce core. Product tags can only be added at the product level, not the variation level.
Since you can set tags for products but not for product variations, you could try to duplicate the product and set one version for men and the other one for women; by doing it, you can set different categories for each one.

It sounds like a complex scenario and definitely tags at the variation level are not supported in WooCommerce. A different approach would be using custom fields on variations to show info about different colors for men and for women. Here I’ve found a useful tutorial:
