Either it’s on a service like WordPress.COM (no plugins and you can’t install your own themes) or the account you have been granted is not an administrator.
Can you share the link to the site? Mind you, links to sites are not deleted so please do not post anything that you do not want to remain public.

As I see the site is not on WordPress.com so the account you were given is most probably not an administrator.
If you have access to the database (via PhpMyAdmin), you can find the admin username and change the password by following this tutorial:

I don’t have access to the database. I think I am going to just restart the website from scratch. Any tutorials on how to transfer a domain name to a new WP site?
You’re not going to be able to point the nameservers to a new host – which is what you need to do to start from scratch – if you don’t have access to the domain registration. http://www.whois.com/whois/texasautovalue.com shows the domain to be registered at Enom. Do you have login info for them? Or does the original developer own the domain Texasautovalue.com ?
No I do not and I believe he owns it. So basically I’m going to need his cooperation?
On a side note, it might be underhanded, but would I be able to purchase the domain out from under him once it expires?

Technically, possibly, maybe yes, but not until after it’s held for a 1 to 3 month redemption period where he can re-purchase it for an additional fee, during which time it may also be awarded to a backorder or someone else during a private auction.
This is of course provided that he does not have it set to auto-renew.
So, technically yes, but most likely no. You will need his cooperation since he is currently the legal owner of the domain name.
Okay what will I need from him and does anyone have a tutorial on how to point the nameservers to a new host? I’ve made websites before but this becoming more complicated than I was lead to believe.
Tell him to point name-servers to the host where you have gotten a new hosting account. See https://codex.ww.wp.xz.cn/Hosting_WordPress That will give you a place to start a new site from scratch.

As for a specific tutorial, the instructions vary depending on the domain registrar, and you’ll get the name servers from your hosting provider, so check with both’s documentation and/or support department as necessary.
Okay, Thanks everyone. I’m pretty sure I’ll be able to go from here with the advice you all have given me.
I need help, I am also taking over a website and it has no plugin options. The site is called itsmotionelectric.com and its running ww.wp.xz.cn. Its also has a woocommerce plugin I believe. But shouldnt there be a page where I can manage the plugins it currently has??
