Option is available only if you are using BuddyPress in activity stream (using mention @ symbol followed by username)
If you want to send from admin tab (send push notification), then push notification will be sent to all users. I will add new feature in future to send notification only to particular user/group of users from admin tab (send push notification)
2.19 version is released today with following new features including to send notification from admin tab to selected user or selected multiple users. New PWA features are also added to customize start url, orientation, description, scope and shortcuts.

Actually I was waiting for the features that to send notification only to post author, or to specific user id added as post meta, for new post (i.e. targeted post). Hope in future we can get this feature.
But in this version, I got an issue. It stucked on ‘Please wait… processing’, while subscribe to notification.
You are using superpwa plugin which has service worker registered and active. At a time only one service worker can be active, either use that plugin or PNFPB plugin. PNFPB plugin has separate service worker. If service worker is not registered then subscription will fail. Please verify it in my demo site PNFPB demo site
In below attached screenshot under application tab in chrome browser (under development tools/inspect), you will be able to see service worker file registered. In your site, I find superpwa service worker file, please use either one of plugins
Please always enable custom Show custom prompt to subscribe push notification -> customize -> enable prompt style -> choose prompt style1 or style2 (custom prompt subscription is needed for some browsers like safari …) and bell icon is optional

I have also noticed, your site home page is not in WordPress site, I could not find any WordPress related path in your site in home page mentioned in your above reply. Please let me know the console messages which you got while using PNFPB, which will show whether service worker file registered successfully or not (under console tab in browser – more tools – developer tools – console tab )
