Could you confirm that you’re trying to do the following? You have ads which redirect to pages on your website, 25% on a separate page and 50% on a separate one. You want to have popups on both pages which will open as soon as they’re loaded.
If that’s what you wished to have, then it’s totally doable.
To do that you can customize the pages from the Display Rules. You can choose “Some pages”, “Contains” filter and enter the URL you wish. Please, check the following screenshots to see the steps.

Also, please, make sure to have the Popup Maker account connected to the WordPress account.
By the way, there is no need to use referral URL targeting for this case.

Thanks for coming back. Sorry thats not quite what I want to do.
I have one landing page for multiple ads and I want to display a different popup depending on what ad they click on.

Thank you for clarification.
Just making sure we understood you right this time: you want a person to be redirected from a Facebook page to a landing page after clicking a certain ad.
You can just have a UTM parameter with the landing page URL for each ad, like this, for example: test.com?utm_campaign=25 and the same with 50.
And then insert the URL with the UTM parameter in the Display Rules > Some pages > Edit URL > Contains of the respective popup (25% for the 25 one and 50% for the other one).
