Is there a way to translate tax names/titles. E.g. “VAT”, that is specified in WooCommerce > Settings > Tax > Standard > “Tax name”

Yes there is, following the discussion on https://github.com/hyyan/woo-poly-integration/issues/122
the tax phrase translation was implemented in the 1.0.0 release
and there is example here:

Please note the official release 1.0 supporting WooCommerce3 is now out.

There is also new documentation area at https://github.com/hyyan/woo-poly-integration/wiki which explains better how to use the plugin
