It sounds like you may be running into a known case where Advanced Card Processing disables itself after an updates. This is usually easy to fix once identified. We are aware of this problem for some users.
Go to WooCommerce > Settings > Payments > PayPal > Settings → click “Disconnect” → tick “Start over” when prompted. Onboard the plugin again, and it will likely fix the problem with ‘unticking’ Advanced Card Processing.
Be sure to temporarily disable caching plugins. Let us know how it goes.
We definitely recommend using a newer version rather than staying on 2.9.6, as it includes important fixes and improvements.

Credit card and Paypal after disconnect / reconnect are showed. But payment is not working. Nothing in debug.log or paypal log like it was not even connected. So payment failed. Rolling back to 2.9.6 fixed the issue.Look like some version of 3.+ are working but i dont have archive anymore because previous version was like 3.2+

One possible cause could be related to CAPTCHA configuration or a setup inconsistency after reconnecting the account. However, since you’ve rolled back to 2.9.6, we’re unable to reproduce the issue on your site, which makes proper diagnosis difficult.

No but i switched plugin now it is working
