You can use the new user registration notification on New User Registration event and add the user role Vendor and Customer as shown in this screenshot.

If you add the add the user role Vendor and Customer as shown then will all of those roles recieve the message every time there is a New User Registration or only the new user themselves?

I can see I misunderstood your requirement. The notification that I mentioned earlier will be triggered whenever a new user is registered. This will not satisfy your requirement.
Your requirement will need proper customization. Under our limited support policy, we are unable to provide our users with a custom solution.
