First, please make sure that your browser is up to date: https://browsehappy.com/
If it is not, please try updating your browser or switching to a different browser.
If it is, please do these two things:
1. Try clearing your browser’s cache and cookies.
2. Try with all browser extensions or add-ons temporarily disabled.

1. I updated all my browsers Chrome, Mozilla, and IE. Actually all are updated.
2. I disabled all the Extensions in Chrome, and Mozilla.
3. Cleared all the browser’s cache and cookies.
4. Disabled all the WordPress plugins and tried.
Followed all the steps but still it’s same.

That definitely looks like either JavaScript is off in the browser, or a browser extension is blocking the necessary JavaScript, maybe an ad or tracker blocker.
@macmanx I’m sure that JavaScript is enabled in my browsers.

@macmanx all the browser extensions are disabled.
Ok, please check browser settings then and ensure that JavaScript is enabled.
If it is, this may be a plugin or theme conflict. Please attempt to disable all plugins, and switch to the default Twenty Nineteen theme. If the problem goes away, enable them one by one to identify the source of the problem.
If you can install plugins, install Health Check. On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.
@macmanx tried switching to Twenty Nineteen theme, same problem.
And activated Health Check, error shows “The Site Health check requires JavaScript.”
Then I’d have to to return to suggesting that either Javascript in your browser is off, or you have a browser extension that is blocking Javascript (possibly an ad/tracker blocking extensions).
When you visit https://supportdetails.com/ does it also say that Javascript is disabled?

Is there any change in a Firefox Private window or Chrome Incognito window?

Also, are you able to use the Classic Editor plugin?
