These reports from the service Netatmo. But this service is disabled.

You can’t actually purge the event log. It will do it automatically to keep only the 50K most recent events (about 8Mb in the database).
Cron jobs are always running. In the case of Netatmo (which is not set, in your case) it will fire the job, check if there is something to do, see that there is nothing to do and … log it.
