Can you tell me more details about what’s not working? What happens when you click the button to send the email? The more details you can provide the more likely I’ll be able to help you.

It works fine when one connects with administrator privileges.
We created a simple user (with access only to bookings) to protect the rest of the website and these users cannot send emails.
Nothing happens when they click the email link…

Are you using the Bookings Manager role that was built into the plugin? Or have you tried to configure your own special access permissions?
If nothing happens when they click the email link, that’s probably because there is a JavaScript error in another plugin that is cascading down and effecting things. If they also can’t open the Add Booking or Edit Booking panels, this is the likely cause. I’d recommend you disable plugins one by one to try to find the source. You may also need to switch to a default theme, like TwentyFourteen.
If they’re able to use the Add Booking and Edit Booking panels, but the Send Email panel is not working, it’s possible that the JavaScript that is being loaded has been cached in their browser, and so hasn’t yet been updated to handle the new Send Email functionality. Clearing cache in the browser can help with that.
