The subscribers for newly published posts database is lost.

Most likely it has been lost after deinstallation of JetPack (and before installing it again). Subscribers database should not be deleted on deinstallation. (A nice way would be to ask whether to delete it when uninstalling JetPack. Also be wary that it would not be deleted by an accidental click, so please require to check a checkbox to delete it.)

The subscribers should still exist even in the case of a reinstall. This sounds like an identity crisis (identity crisis explained).
