I assume you mean block 3.
I can’t reproduce the issue – the widget sticks at the top as it should.
You can try to adjust Sticky widget top margin:

Alternatively, you can also try Javascript mode for sticky widgets:

Block 6. The latest in the sidebar
Block 6 is inserted after paragraph 4 and I see no issues with this block.

That’s right, block 3 is on the sidebar. But the ways you said don’t help.

It seems the issue is caused by the some other widget above which is resized with some delay.
The code for sticky widgets needs to know the height of the sidebar.
Try to put this code in the header (you can experiment with longer delays):
