Theme Installation/Activation Problem

I have installed more than a few WordPress sites and themes. I set up a site in the newer 3.04 version and it went fine. I have a couple of themes I downloaded and when I try to activate them I get this message:

Parse error: syntax error, unexpected T_STATIC, expecting T_OLD_FUNCTION or T_FUNCTION or T_VAR or ‘}’ in /usr/local/www/vhosts/(mywebsite address)/httpdocs/wordpress/wp-content/themes/my-base/resources/lib/options.php on line 4

I don’t know what the heck this is. Can someone help me figure out what went wrong and how I can fix this?
