theme not translating | ww.wp.xz.cn

I have selected Spanish (Spain) on my WordPress backend but the theme front-end is not translated.
I checked https://translate.ww.wp.xz.cn/projects/wp-themes/rokophoto-lite and it says Rokophoto Lite comes with Spanish included.
Is the translation not working?
