Hi there,
I don’t think the site is from GP’s site library, it’s built with Elementor page builder.
The templates in GP site library requires GP Premium plugin, and some of them requires GenerateBlocks Pro plugin.

This link https://wpdetector.com/ tells me that it is from GP and through the browser, option ‘View page source code’ shows GP as a theme too.

To answer your 2 questons:
- This is our site library:https://generatepress.com/site-library/
- Yes, the theme is GP, but theme does not mean template.
You need to build from scratch for the layout of the example site.

I participated in its development.
It was created based on a template or theme.

I don’t think we are talking about the same thing. The theme is GeneratePress.
The example site is built with Elementor page builder, the template is not from us.
