theme question

i know theres a css code but where do i put it?

if you downloaded a theme it will already have the css file

also, if the latest version – 2.7.1
go to
admin – Appearance – Add New Themes
click on “upload” at top of next page
browse to zip file you downloaded
click “install now”
after “success” message – click on “Theme page” link
click on the theme you just installed
visit site

When I go to Admin -Appearance, there is no “add new theme.” I am using 2.71 and uploading themes the old way is just mangling them. Any ideas?
