Theme suggestions for custom development

I’m creating a community website and looking for a theme. I like crisp and clean and simple, and have been thinking about Verity, but it doesn’t seem to offer fine control. Before too long I’m going to have custom code and complicated navigation. I’d like a theme where I could see the HTML being generated, and with menu flexibility, like different menus on different pages. Can anyone give me a suggestion?
