    Is it possible to make it so a user can edit the theme but ONLY edit the colors of the theme?

    eg: only able to access ‘Appearance > Customize > Colors’

    Unfortunately, it’s not possible without an additional custom coding. There is no separate user capability in WordPress to give an access just to this feature.
