It seems that there are a few different things that can affect the thumbnail size issue you are describing. When you say you’ve tried different crop options can you confirm that you have performed the following test?
Re-creating the thumbnail images that aren’t 1:1 while making sure that “Crop thumbnail to exact dimensions” in settings is disabled. Note that this will not affect earlier hard crops but only new uploads.
Also, it would be super helpful if you can share:
– The website’s URL and if possible ‘before and after’ screenshot
– Plugins installed, as some may cause the trouble

Since the images you’re referring to are in your WooCommerce store, the first thing I’d suggest is verifying that you’ve checked your Woo product image crop settings at Appearance > Customize > WooCommerce > Product Images, and make sure they are set to 1:1 there.

After doing that, you may need to regenerate your thumbnails, which you can do with this plugin:
